Unlike other wiki software TssWiki doesn't need to be up-to-date, because it just generates files and isn't responsible for serving them. Therefore the TssWiki shell script doesn't need to be placed in the web root (it shoudln't be placed there). You don't even have to run TssWiki on your web server at all. Instead you can generate your wiki locally and then upload the generated wiki to your web space.
Other wiki software requires you to keep it up to date if you want to be safe from security vulnerablilities. If you don't have time for dozens of updates a year just to keep your wiki safe from spammers/scammers then TssWiki may be an alternative for your :)
If you just want to publish a wiki page with TssWiki you don't need a fancy webspace provider. A webspace provider that just gives you a web server will do. In this case, you can generate your wiki locally and then upload the generated wiki to your webspace. Wiki pages generated by TssWiki are static, so your web server just needs to send them out.
